First-come, first served. You can schedule housing in advance, as far as I 
know. If you 
promise the housing to someone to take effect the day that another person 
leaves, there's no 
need to advertise a vacancy. If the housing is unoccupied, anyone could get in, 
but they will 
have the contracts sewn up years in advance. 

Besides, which people are poised to move to Vedic City that you are aware of 
besides the 
pundits and the people already coming to the course?
