Maharishi has definitely allowed the skewing of perception to occur around SV. There are really two ways to proceed in that case- Its like a child who wants to eat too many sweets. If you keep telling them "no", they never learn from experience and the desire is not resolved. However if they are allowed to overeat the sweets, they feel sick afterwards and learn from it. So the seekers come up with these ideas and Maharishi lets them run with them, often straight into a wall. It ain't pretty sometimes, but it is effective as a teaching method towards self-sufficiency. Apparently you haven't worked around Maharishi. He's the one who comes up with most of the ideas. He says jump and everyone else says, "How high?" Of course, sometimes others come up with stuff. So theoretically, someone may have suggested that the movement get into SV, but if so, Maharishi then threw his considerable energy and authority behind the idea and spent countless hours dwelling on various related plans and projects.
