niSTha a. staying, lying, being, resting, footing, dependent, or 
intent upon; relating, attached, or devoted to (---),  
(niSTha-sya: genitive singular, of a "niSTha one")

mokSa m. deliverance, release from (abl., gen., or ---), esp. final 
emancipation, death; loosening, unbinding, solution (of a question), 
shedding (of tears or blood), uttering (of a curse), throwing, 
shooting off; scattering, strewing; giving up, abandoning. 

upadeza m. hint, direction, advice, instruction; indicatory or 
conventional form (g.). 

"Translation"

Of that-devoted, because of "mokSa-upadesha".

Swami's translation:

(The Pradhana cannot be designated by the term Self) because 
Salvation is declared to one who is devoted to that Sat.
