Nope, wrong. Bringing the charges *is* impeachment. Impeachment is parallel to indictment in criminal law. Impeachment precedes and mandates trial. Clinton was impeached and tried but not convicted. For Pelosi to become president, Bush and Cheney would have to be impeached *and* convicted.
