It's also a complete fantasy, not something that
actually happens in the real world.

It's a mantra that Barry has adopted to give him a
basis for dumping on people who a provide vigorous
defense for ideas he's disparaged. His attacks on
other people's ideas are usually so lame that when
they're defended, he doesn't have any substantive
response--hence the need for an all-purpose putdown
to substitute for such a response.
