Excuse me, they were repairing the bridge at the time it collapsed and  
nobody to my knowledge has claimed there weren't any funds available to  do  
repairs from the time of it's last inspection until they decided to start  the 
repairs. Find me an article where some public official in charge says "we  know 
it 
was dangerous but just didn't have the funds to fix it." Oh, by the way,  post 
WWII was far more conservative and had  much lower  taxes.
