Most of our infrastructure in the US dates back to post WWII when a government by the people was the ideology of the day. Excuse me, they were repairing the bridge at the time it collapsed and nobody to my knowledge has claimed there weren't any funds available to do repairs from the time of it's last inspection until they decided to start the repairs. Find me an article where some public official in charge says "we know it was dangerous but just didn't have the funds to fix it."
