He's inviting billionaires to set up a 100 million dollar line of credit so that prisoners can practice TM (through officially sanctioned TM instructors naturally) through the subsidies.. I asked them if these would be "MUM" initiators and he said "NO!" rather emphatically - just the local initiators in the remaining centers. (but he didn't use the word "remaining" since he still believes the TM Movement is going full speed ahead as strong as ever).
