             Here is what I have done:

1. Created app1 ....schema was created, web structure in place, all
works
2. Created farcry_test, schema created, web structure was created,
cannot login
3. Deleted schema for farcry_test, ie dropped all tables, also
deleted web structure, then did a reinstall using database only
option. Noticed that no web files were copied/created. Now wondering
how I get those created.

 From your previous install you should have had a directory created 
called farcry_test correct? If so leave as is. If not you need to run
a 
full install.

farcry_test database schema? do you mean you just deleted all the 
content from the tables or actually dopped the tables? hopefully you
did 
the later. Completely remove all tables and sequences. These will be 
recreated in the install process.
