One of the refactoring jobs I have slated for later releases is the complete removal of Verity from core. We think this would make an ideal plugin instead. With that in mind Lucene would also make a great plugin :) The only problem I've had to date with Lucene is finding a reliably supported implementation of Lucene for CF.
