I have this same issue on a 4.0.7 project. I entered a value in the column for the property deploy "after" a record was created but this does not seem to help. I have only 1 record so I could delete it, however I would prefer to fix this without deleting the record so I know how later when there are a lot of exisitng records.. ideas?
