It's worthy noting that for the most part 4.x runs on 7.x. The only requirement for 7.02 specifically is for the use of the Flex UI elements. If you can do without these -- and for most installations they simply improve the older interfaces -- then you should *definitely* be running 4.x All development bar critical fixes and commercial support issues has ceased on the 3.x release.
