You need to determine if you are providing a direct translation -- page for page -- or if you are providing multiple branches of content where the content make up may vary to meet cultural differences, variations in service and/or product offerings etc. These are two specific approaches to multi-lingual content. FarCry can provide a good solution for branched multi-lingual content. FarCry would require modifications to offer a suitable solution for "page for page" or what i like to call stacked translations.
