That bug is an old one (http://bugs.farcrycms.org/browse/FC-1934).  You can 
prevent it by adding this line to your 
config/_serverSpecificVarsAfterInit.cfm file

<cfscript>
application.fc.factory.farFU.turnOn();
</cfscript>

It will force FUs to stay on.  Sometimes when FarCry starts up it 
incorrectly thinks that FUs are disabled.  This prevents that.
