We have consulted with our clients  on this and most of our clients are
aiming to go with the higher technology, rather than "dumbing" it down.  We
typically base it on our client's existing stats.  From the 3 projects we
are doing right now, there are less than 1% using "vintage" browsers. Heck,
the browsers are free, there is no excuse not to upgrade.

I do not know how Stalinist things are in the Australian corporate world,
but in the US, we have some companies still using Win95 with IE3 or NS3/4.
The attitude among many companies as they develop sites is even to ignore
their own internal standards!!  What does that tell ya?
