Yes, I'd expect that behavior, the first object under a dmNavigation object
is always the *default* display object for that node. Your dmHTML should
always be above your dmCSS. Currently Farcry only creates FU's for
dmNavigation objects so when you use a FU on your site you're actually only
linking to the Parent Node (dmNavigation).

Yes, this is a known issue. Paul Harrison (who's an extremely busy man!)
Is trying to find time to fix that problem.
