I've had a poke around in the ruleChildLinks.cfc in the core rules and on line 170 there's a cfbreak that stops the loop from going over any subsequent pages.
Is there a particular reason for the break?
Yes the childLinks rule is used for displaying child navigation nodes. It loops through the objects underneath each child nav node to find an approved object with teaser (as navigation nodes don't have teaser text). Once it finds the one it stops and moves on to the next node. One object per child navigation node.
