Just an update on this - though not in the current beta, the next public
release we make available will allow multiple rules of the same type in
a container :)

Spot on geoff.  It is most definately just an interface issue.  The
current interface was quickly hacked up as a test interface and no time
has been dedicated since consolidating it.

Quentin -- this was part of the original container spec.  It has not 
made it into core just yet.  In fact, we've been discussing a container

model makeover for some time.  I don;t believe there is any technical 
reason why multiple rule instances of the same type won't work in the 
underlying model -- I suspect it has more to do with the container 
interface.
