I remember a while back there was a bit of dicussion about reusing the same rule within a single container. For example, so you can list news from two different categories, grouped individually by category

Quentin -- this was part of the original container spec. It has not made it into core just yet. In fact, we've been discussing a container model makeover for some time. I don;t believe there is any technical reason why multiple rule instances of the same type won't work in the underlying model -- I suspect it has more to do with the container interface.
