This sometimes happens if you tried multiple installations without dropping all database tables and restarting cfmx services before trying each install. Some of the permissions code is based on application scope variables and we are yet to write the install that cleans appropriate scopes etc before trying an install. It's on the To Do list :)

In the meantime try browsing to /farcry/index.cfm?section=Security (will prompt for a login) and then clicking on the policy sub tab, then click rebuild permissions. If you are unable to browse to this page the quickest fix is a re-install (db only option), remembering to restart cfmx services and drop database tables.
