It is more a matter of "dont always" rather than "dont".

There are times when the mechanism of passing parameters is not something
you want the user to define.

But this was only a "possible" rather than a definite.

My proposal is really about managing the include files themselves.

While this may be the case, we have way too many legacy systems and
databases that just cannot (and will never be) ported to the FarCry model.
 As far as "User" who work with our site that would have control over
anything..... these are very few and there is a close working relationship
between the content/site management team and the development team.  So
includes are not an issue for us.

I can see where you are going with this...... instead of using a template
that includes the "include" directly, create a template with a container
and use a publishing rule to put in the include.

While this is obviously more flexible, in most cases our site doesnt
require the flexibility and the development team is actually responsible
for all the included objects in any case.

At present, we have a model that actually works without the additional
overhead of maintaining PLP's and custom rules for each different include.
