I would like to a have a primary navigation that will persists through out
all of my pages and a secondary navigation that will appear if the current
NLevel has any siblings to show.

Home (Primary Nav Persits)
|-Department Directory (Secondary Nav show siblings)
|    |-Human Resource Home Page (Tertiary Nav Anchor/Set Persist on Child)
|    |   |-Employment (Fourth Nav show siblings for Anchored Child Node)
|    |       |-Application
|    |       |-Job Listing
|    |       |-Benefits
|    |   |-W2
|    |-Information Systems Home Page
|        |-Antivirus
|        |-Training
|        |-Support
|-Board of Supervisors
|    |-Distrcit 1
|    |  |-Cities
|    |-District 2
|-Support

  When I reach a department/committee page I would like a third navigation
to anchor/set the current node like a root node and persist through out
the siblings subpages.  Then a fourth navigation to show any siblings that
may exist for that particular child node.  I have a picture above as an
example.

I know it sounds like baby talk but I want to keep all sites contain
within one tree for ease of searching and maintenance.
