I'm not sure I follow what you are trying to do.

I have a site structure like so:

|Home
|-Heading 1
|--Topic 1
|---Topic 1.1
|---Topic 1.2
|--Topic 2
|--Topic 3
|--Topic 4
|-Heading 2
|--Topic 1
|--Topic 2
|--Topic 3
|--Topic 4

I have secondary nav set up so that if I go to say, Topic 1, my nav
looks something like:

Heading 1
-Topic 1
-Topic 2
-Topic 3
-Topic 4

If I go to Topic 1.2 my navigation still looks like:

Heading 1
-Topic 1
-Topic 2
-Topic 3
-Topic 4

Is this what you are trying to achieve?

That's similar to what I am trying to achieve but go down one more level.

For example, if I go to Topic 1 I want my 3rd nav too look like:

Topic 1
-Topic 1.1
-Topic 1.2
-Topic 1.3

When I select Topic 1.1 I want my 4th nav to look like:
Topic 1.1
-Topic Info a
-Topic Info b

but be able to keep my 3rd nav looking the same as well as my primary nav
maintaing it's root links:

Home
-Heading 1
-Heading 2

This will allow me to handle the main navigation systems for the general
site, and allow sub-site's to be able to navigate their siblings similar
to root.
