Do you want really want non-techy savvy users to be editing your HTML code? Or did I miss understand and you want users to edit web page content? For editing HTML code I use: MacOS X: BBEdit Windows DreamweaverMX I think DreamweaverMX is a good way to go for both platforms and for use by HTML- and content-editors. It also sports a nice CSS and XHTML validator/error-checking function.
