So am I - I didn't check that on the server I was having problems on -
as it was consistenly erroring I didn't restart it until I could fix
the problem.

Did adding the directory fix it on your machine?  It could be that
there are a number of similar but different causes for this.  Or it
could be something like when there is enough free memory on the server
it holds it in RAM and only when it has less free memory (i.e. been
running for a while) it writes it to the temporary directory.  This is
just a stab in the dark - but may be plausible?
