I am as certain as i can be that is is a css caching issue. I, and others, had a similar 'problem' to the one you describe.
Leave it for a while (i left it for around 3 hours) then log on again and all will be revealed. You will have the following menu options: Overview - Site - Content - Admin - Reporting - Security which you can play with to your heart's content.
