Ok this isn't a perfect solution yet, but it's getting there... I'm about 90% through building a custom Rule with multiple menu-design types. That way you don't need include menus, you can build them on-the-fly in containers as needed. kinda cludges style-sheet support, but it does work...
I'll post a link as soon as it's done (24 hours away tops).
