Unfortunately I don't have a list, but we are working on some fonts which will definitely support it. But I don't guess you will be able to get them working on Windows 2000 as Windows 2000's layout engine just supports Unicode 2.0. I am working on finding a mechanism for replacing the engine with a newer one, also from Microsoft, that supports the HAMZA ABOVE character. Please note that trying to be standard-compliant on a platform with broken support, and without being able to fix it, is very hard. My recommendation is use anything that suits your users best, if you can't fix the underlying platform or write a layout engine for your application.
