U+06CC is the Persian Yeh. U+0649 is the Arabic Yeh that always has two
dots under it, even in final and isolated forms. You can read about these

You can use a charset like UTF-8 in your HTML or XML page. I recommend
reading the related section in HTML 4. See Chapter 5 and 8 of the HTML 4
