#1919: Image file browser does not work under domain relaxation mode

Reproduction procedure:
1. Open _sample01.html in domain relaxation mode under IE6 or IE7.
1. Open the image dialog.
1. Click "Browser Server".
1. Select an image from the file browser. Upload one first if there's no
image.
1. Permission denied error.
