That's the same problem reported in
http://www.fckeditor.net/forums/viewtopic.php?f=6&t=10494
According to the poster, after resetting the IE settings everything worked
fine, but we still don't know the detail that makes it fail.
By your screenshot, you are also using windows Vista, can you check if you
have the same add-ons in IE?
Can you try to reset just the security settings for example?
