#4206: Can not diable image resizing

In some cases the site owner would probably want to disable the
possibility of resizing image using the cubes around it (like when
resizing an image within MS Word).[[BR]]
in FCKEditor we could acheeve this by settings the DisableObjectResizing
config element to TRUE.[[BR]]
It will be great if we will be able to do so with V3 too.
