Ah, so then we're back to a "secure chip" to be implanted in everyone's child at a young age. The chip can be made to be difficult to remove (i.e., requires surgery) and required to do certain things (travel by plane, get on the subway, get medical services, attend public school, etc). Hence, the "voluntary" chip is, in effect, mandatory for most people. (Or, the government can just make it mandatory, of course, but that would face too much resistance politically than the aforementioned voluntary approach.)
It seems Orwellian, but wouldn't it be worth it, given the impact it will have on our security, crime rate, etc? (Final note: I'm playing devil's advocate to broach an interesting discussion.
