Two things:  First, all the apparatus for all of this
is already in place in that, in the name of preventing
bio-terrorism, all animals in the U.S. that are not
house pets are supposed to be chipped.  It is, exactly
as you suggest, "voluntary" but in this case voluntary
means if you want to be off grid you still can, but 
otherwise you must play.  I am, as perhaps you know, a
part time farmer and out of respect for this list's
readers I will not give the full explanatory diatribe,
but the entire apparatus for this is rapidly coming

Second, the question of the hour is how much safety is
safe.  This is not an idle question.  Fully accepting
that this will in all likelihood be taken as insufferable
