Ok, I've had a look at our online manual on moodle, and I can tell you that in the updated manual, Jennifer certainly goes into detail on Directive 2006/54 - apparantly effective from the 15 August 2008. As I say, I know nothing about EU law, but can tell you that the directive you raise is deemed sufficiently important by jennifer to include in the manual (as updated).
