sorry cant shed any light on this-really-  after i looked at it initially I 
thought that it might be something to do with the fact that what the act 
purports is for the minister to carry out a function that only the courts can- 

 

I thought that perhaps there was also an issue that there was no question of 
bail-

 

 I really was confused with it too so I did not do it- as i wasnt sure if i was

I'm very mixed about the paper... The first 4 questions I was happy with but 
the whole way through the exam I thought that question 6 was locus standi and 
the minister just . But then when i got to answer the question I got all 
confused. Does anyone know what question 6 was it's really annoying me if I 
answered it on the wrong thing.
