What's stopping you from packaging up the directory tree in rpm? There are
two regex variables, one that is for files themselves and one that is for
whole directories to bring in.

Right. That is what I did.
Create an rpm with a directory of stuff I need, and specify that rpm as
a release notes, and then specify my directory to be copied to the root.
