My apologies -- I didn't get it right. Richard Green quickly pointed out to me that versions of externally referenced content can in fact be tracked in Fedora.
Each time you modify the URL for an externally referenced datastream in Fedora (using, for example, the REST API call: http://fedora-commons.org/confluence/display/FCR30/Fedora+REST+API#FedoraRESTAPI-modifyDatastream) , you are effectively registering a new version by supplying a new URL for the data. You are versioning the URL. (Richard will correct me if I still haven't got this right.) This implies that you are able to maintain -- outside of Fedora in your own system -- the URLs, along with the associated content, for each version.
