The data/ directory contains a resourceIndex/ directory, which can be
safely deleted prior to a rebuild of the RI.  You shouldn't delete the
entire data/ directory -- the objects/ and datastreams/ directories
are the primary place where the content of the repository is stored --
if you lose them, your repository can't be recovered.  But what's in
resourceIndex/ (and the SQL database) is just a derivative of that,
and can always be re-built.

>From the specific error message, it looks like files in the
resourceIndex/ directory are not writable by the user you're running
Tomcat as.  If you've verified that they are, then perhaps the
resourceIndex is corrupt and needs to be rebuilt.   When rebuilding
it, it's best to run the rebuild as the same user that you run tomcat
as (usually not root).
