Others may differ, but my opinion would be that it's not very likely that 
you're going to be able to effectively manage a Fedora repository without any 
login-access to your server. At the very least, you will need to install a Java 
web container (like Tomcat or Jetty) merely to run the application. My advice 
would be not to try to run Fedora out of a simple web space. You would not be 
able even to install it. There are many kinds of hosting available, and I'd be 
surprised if some service doesn't exist to meet your needs, but I have little 
expertise in that market and leave advice to others.
