I'm a fan of Amazon EC2 for applications like this. So long as you use an
elastic block store root device, you can turn your server off -- so you
pay nothing while you're not actively using it, and pennies per hour while
you are.
We frequently use EC2 for experimental servers, and if we know people will
use them only at certain hours of the day, scripts turn them on and off so
they're always there when we need them, but still very cheap. The other
thing with EC2 is you buy exactly the amount of horsepower you need, and
you can add/subtract computing power or memory after the fact.
