There are ways you can do this with groups, but they essentially require
the tomcat user to have many of the same rights as the fedora user, so you
might as well make it easy and install as Tomcat, IMO.

I guess if you were going to decide to use more than one user, you should
try to have a clear idea as to what your goal is and if it's achieveable
when the Fedora webapp runs as the Tomcat user.
