Hello, Diwakar -- Fedora uses its own internal identifier system, with its own syntax. The most that anyone has done (us included) is create handles that link via URL handle values to Fedora objects.
I did set up as a proof-of-concept a handle management workflow that used Fedora JMS messages as the link to bind the handle server and Fedora together; basically, changes in an object would provoke corresponding changes in a handle (if applicable).
