I remember implementing a Handle-based PidGenerator module for the NSDL years 
ago. I can find the javadocs for at least some it, but I can't find the source 
online anywhere:

The only two issues I recall (and really, it's been ~6 years since I've thought 
about this): 1) if you were willing to live with a simple encoding/escaping of 
your handles so they were legal Fedora PIDs, you could pretty much just use 
handles as PIDs, 2) the length limits are different, so you would need to 
exercise care in minting handles so that they weren't too long.
