We started using proai 4 years ago with fedora2.2.4 and it woks fine. The end point is at: http://e-spacio.uned.es:8080/oaiprovider/ Concerning the non-ascii character set, we set: URIEncoding="UTF-8 in /tomcat/conf/server.xml ( you know in spanish we have ñ, é,etc).
issues/tips to be aware of? Well when you want to reinitialize the best way is: go to the proai database-> rcFormat (table)->update lastPollDate to 0. Next polling will rebuild the whole database.
