If the database tables are not being created, that indicates that the first
time startup didn't happen or never completed. A few things to check there
would be...
· The MySQL database connection was configured to use "localhost"
rather than 127.0.0.1 and causing the startup process to halt because a
connection couldn't be made
· The MySQL database account used by fedora may not have sufficient
table create privs
· The MySQL database to put the tables into may not exist
· Verify that the file and folder ownership of the Fedora server
directory (not the webapp directory) to the tomcat account
My money is on that last one.

You are right. But, I am using simlink fedora pointing to
/fedora_home/fedora/admin. Otherwise, I would not see the web admin page. It is
a connection issue that is failing. My tomcat is working fine and can access
fedora from tomcat menu.
Let me ask another question:
After installing fedora, MySQL database created for fedora has no table(s). It
is empty. Is that what it suppose to be? Followed step-by-step instruction when
installing fedora.

I think you might have a messed tomcat configuration for the fedora
application. The access to administration interface should be something like
.../fedora/admin instead it's working on .../fedora.
