To add some context, this is a new requirement that was added to combat spam on the wiki. Previously, CLA was sufficient to edit the wiki, but we got so many spam accounts destroying the wiki that the infrastructure had no choice but to add a step of manual vetting of accounts. That's why it is now CLA + 1, since the extra group will require someone from the Fedora community to vet the account and approve their group access.
