I am not sure, but I suspect that a lot of small files could cause this. You would have to back up the file system, and reformat it with less bytes-pre-inode.

From the mke2fs man page:

Be warned that is not possible to expand the number of inodes on a filesystem after it is created, so be careful deciding the correct value for this parameter.
