Maybe the system does not have the -newkey repositories configured yet? I guess
it's missing weeks if not months of updates! Try running a "yum update" first
of all. Or actually, TWO "yum update"s (one to get the new fedora-release with
the -newkey repositories in it and one to actually install the huge amount of
updates which didn't get installed).
