Hello to you,

If I want to disable to enter password :
manager ALL = (ALL) NOPASSWD: /usr/sbin/edquota, /usr/bin/quota

Is it right format ?

This would allow the user (manager) to run /usr/sbin/edquota and /usr/bin/quota. Remember that sudo is configured to run from a terminal not from a script.
