I believe that file is read whenever the touchpad is detected by HAL.
I think it practice this means whenever HAL is started.  I'm not
honestly sure how you might go about forcing it to be re-read.  A
restart of haldaemon might work, but I'm not sure if that always works
smoothly or not.
